Preservation Maryland is pleased to see Howard County take a significant step forward in preserving the historic character of Old Ellicott City. The recently announced project to repurpose the historic Caplan’s building as a local goods incubator and market represents both an investment in the community and a model of adaptive reuse.

Preservation Maryland has consistently encouraged the county to prioritize preservation while fostering economic vitality and community resilience. Our efforts, including recommendations in the 2018 Ellicott City Special Report, have emphasized a strategic approach to protecting historic structures, supporting local businesses, and enhancing downtown vibrancy.

Beyond this project, Preservation Maryland has been actively involved in Ellicott City through technical assistance, planning guidance, and advocacy for historic flood mitigation strategies. We have worked with the community to ensure that preservation is integrated into long-term planning and that historic resources remain a foundation for community identity and economic opportunity. Our Historic Property Redevelopment Program is currently overseeing the revitalization and resuse of the historic Ellicott City jail.

Adaptive reuse projects like the Caplan’s building initiative illustrate how historic preservation and community development can work hand-in-hand. By giving new life to a historic property, the county is not only protecting Maryland’s heritage but also creating space for local entrepreneurs and fostering downtown vitality.
