The Charles County Department of Planning and Growth Management seeks proposals to undertake a market feasibility study for future uses of the historic Winstead Company Packing Plant in Hughesville, Maryland.

The tobacco warehouses in Charles County represent some rare reminders of the once large tobacco industry in Southern Maryland. The Charles County Department of Planning and Growth Management seeks to identify uses that will allow the Winstead Company Packing Plant to again be a key part of the economy of Hughesville as well as serving as a tourism draw to the area.

Winstead Packing Plant is 21,000 square feet and is currently serving as an antique mall and flea market. Many uses are under consideration including retail, events, heritage resources, and other public uses. The goal is for the feasibility study to identify which uses would be most feasible through an analysis of the market conditions in the area.

The effort to find new use for Southern Maryland tobacco industry sites like the Winstead Company Packing Plant is a Preservation Maryland Six-to-Fix project and the feasibility study is funded in part thought the Heritage Fund, a joint program of Preservation Maryland and Maryland Historical Trust.

Proposals should be submitted to Cathy Thompson, Community Planning Program Manager, Charles County Department of Planning and Growth Management at thompca@charlescountymd.gov by December 16, 2019. Questions can be submitted by email or by calling 301-396-5815.
